Internet Gambling Ban
The Senate and U.S. House of Representatives have been unable to reach an agreement with regards to a proposed bill brought to legislation by Republican Arizona Senator Jon Kyl. Kyl has attempted to pass a legislation bill restricting internet gambling. His proposal includes banks and major credit card companies to be prohibited in processing online betting payments for customers using internet gambling sites. The proposed requirement for Internet service providers would be to cooperate with authorities in tracking online gambling on their sites and ISP's would receive exemptions if they were to state user policies stating the non-tolerance of online gambling on their servers.
Kyl tried to attach language restricting online gambling to an annual spending bill but it was objected that attaching language to a spending bill was unrelated.
The U.S. Justice Department has stated that laws that prohibit interstate gambling apply to the Internet. But in the meantime, the majority of online gamblers have turned to offshore gambling sites. Similar legislation has been attempted before by The Senate and U.S. House of Representatives but have yet to come to an agreement upon a single bill.
The Justice Department has stated that a study would be conducted to justify the effectiveness of the bill under the terms of the legislation. The Justice Department has stated its disapproval for this bill until the effectiveness study has been completed.
